Statement on the Current Situation in Venezuela

“سوف ننتصر”! “ربحنا”!
تماماً كما في تشيلي في عام 1973، تم إطلاق حملة تشويه وتلطيخ سمعة من قِبل وسائل الإعلام الإمبريالية ضد الدولة الاشتراكية ذات السيادة في فنزويلا من أجل تهيئة المسرح لـ”تغيير النظام” في ذلك البلد. ولا شك أن التصريحات الأخيرة لوزير خارجية الولايات المتحدة ركس تايلرسون التي جاء فيها “إننا نقوم بتقييم كل خياراتنا بالنسبة لما يمكن أن نقوم به لخلق تغيير في الظروف إما ليقرر ماذورو أنه لا يحظى بمستقبل وأنه يريد أن يغادر طوعاً.. إلخ…” هي تصريحات لا تترك حيزاً كبيراً للتكهن حول حقيقة ما تفكر فيه “الإمبراطورية” إزاء فنزويلا. فالعقوبات الأمريكية التي تم إعلانها مؤخراً ضد الرئيس ماذورو وثلاثة عشر موظفاً في إدارته تمثل تصعيداً بالاتجاه نفسه الذي تنحو إليه وسائل الإعلام الإمبريالية وهو السعي لنزع المشروعية عن الدولة البوليفارية، بالرغم من أن هذه العقوبات ليس لها تأثير حقيقي لأن الرئيس ماذورو لا يمتلك أي أصول في الولايات المتحدة الأمريكية يمكن تجميدها بموجب قرار العقوبات ضده! لكن مثل هذه الحقيقة البسيطة لا تهم كثيراً لأغراض العلاقات الدولية لأن إظهار الدولة البوليفارية في الإعلام العالمي بمظهر “المنبوذ” إقليمياً ودولياً، وبمظهر “الدولة الشريرة”، هو ما يهم حقاً. وإننا لهذا السبب تحديداً نود أن نعبر، كعرب مناهضين للإمبريالية، عن تضامننا الأممي مع الثورة البوليفارية في فنزويلا ومع الإرث العظيم لهيوغو تشافيز. إن جمهورية فنزويلا البوليفارية لا تقف وحدها، فهي محاطة بملايين البوليفاريين في فنزويلا، وفي أمريكا اللاتينية، وعبر المعمورة، بتشافيزيين يؤمنون بوحدة النضال ضد الإمبريالية حول العالم، ويؤمنون بصرخة تشي غيفارا: Venceremos! سوف ننتصر!
إنه لمن المثير للضحك على الإمبرياليين وجماعتهم فيما يسمى المعارضة الفنزويلية أن يعرضوا “قضيتهم”، في معارضتهم لانتخاب جمعية وطنية تأسيسية في فنزويلا، كدفاع عن الدستور الفنزويلي الذي تم إقراره في استفتاءٍ شعبي عام 1999 والذي أعلن فنزويلا جمهوريةً بوليفارية. فمن الواضح أن أولئك المناوؤن للجمعية الوطنية التأسيسية لا يفقهون لا نص ولا روح دستور عام 1999. فذلك الدستور، أولاً، يحدد في البند رقم 347 ما يلي: “إن السلطة التأسيسية الأصلية تنبع من شعب فنزويلا، وهذه السلطة تمكن ممارستها من خلال الدعوة لجمعية وطنية تأسيسية لغرض إجراء تحول في الدولة، وخلق نظام قانوني جديد ووضع دستور جديد”. أما البند 348 من دستور العام 1999، فيخول الرئيس الجالس مع مجلس الوزراء (أو ثلثي مجلس النواب أو ثلثي المجالس البلدية أو 15% من الناخبين المسجلين) أن يدعو لجمعية وطنية تأسيسية. بناءً عليه، فإن الرئيس ماذورو يتصرف ضمن حدود دستور عام 1999 تماماً في دعوته لانتخاب جمعية تنشر دستوراً جديداً لفنزويلا. إن الذين يحاولون إعاقة تأسيس جمعية وطنية تأسيسية، في الواقع، هم الذين يناهضون دستور عام 1999. إنهم أيضاً الذين يتجاهلون البند 349 من ذلك الدستور الذي يقول بأن الرئيس أو مجلس النواب الحاليين لا يملكان حق الاعتراض على أو معارضة الدستور الجديد الذي تتبناه الجمعية الوطنية التأسيسية. باختصار، إن “الحجة القانونية” للمعارضة الفنزويلية مضحكة تماماً. وأولئك الذين يتظاهرون بالدفاع عن الدستور هم الذين ينتهكونه.
نضيف أن دستور عام 1999 لا يتعلق بالبنود والنقاط القانونية فحسب. إنه الدستور الذي حدد فنزويلا كجمهورية بوليفارية، وتلك هي روح ذلك الدستور. وبصفته تلك، فإنه يدفع باتجاه وحدة أمريكا اللاتينية ونحو التنمية المستقلة، بعيداً هيمنة الإمبريالية الأمريكية الشمالية. إنه لذلك من الحري بمن يتظاهرون بمناصرة “الحرية” و”الديموقراطية” و”حقوق الإنسان” أن يعتنقوا الثابت المركزي للاستقلال القومي من إمبريالية اليانكي كمكونٍ رئيسي للفكرة البوليفارية. لكننا نجدهم، عوضاً عن ذلك، يتلقون الدعم والتمويل من مؤسسات إمبريالية مشبوهة مثل “الوقف الوطني للديموقراطية” (NED) وغيرها من الأجهزة الإمبريالية التي يتلخص هدفها الوحيد بتخريب فنزويلا وأي أمة في العالم الثالث تخط لنفسها مساراً للتنمية المستقلة.
من الضروري أن نذكر في هذا السياق، لمن يهمه الأمر، أن خلق الفوضى في الشوارع، وتخريب الاقتصاد والتخريب المتعمد للممتلكات، والتدمير، والقتل كلها أبعد ما يكون عن دستور عام 1999، كما أن الارتباط بالإمبريالية الأمريكية هو أبعد ما يكون عن دستور 1999. إن تقويض الاقتصاد ومهاجمة الشرطة وتدمير أملاك الدولة وإعدام التشافيزيين في الشوارع هو بالتأكيد أبعد ما يكون عن دستور عام 1999. فلا تشافيز ولا الذين صوتوا لذلك الدستور كانوا سيوافقون على مثل تلك الممارسات المشينة. وسواء كان المرء من أنصار تشافيز أم لا، فإن مبدأ الاستقلال الوطني يجب أن يبقى أبعد وأعلى من أي مناوشات في السياسة المحلية. ولذلك، عندما تهاجم “الإمبراطورية” فنزويلا، بشكلٍ مباشر أو غير مباشر، فإن كل الفنزويليين الحقيقيين يجب أن يدافعوا عن بلدهم، وكل مناهضي الإمبريالية حول العالم يجب أن يدافعوا عن فنزويلا، وذلك أضعف الإيمان.

Either a Bolivarian Venezuela or a Banana Republic: Long Live the National Constituent Assembly!
Venceremos! Ganamos!
Just like in Chile in 1973, a vicious smearing campaign has been launched by the imperialist media against the sovereign socialist state in Venezuela in order to set the stage for “regime change” in the country. Indeed, US Secretary of State Rex Tillerson’s recent remarks regarding “evaluating all of our policy options as to what can we do to create a change of conditions where either Maduro decides he doesn’t have a future and wants to leave of his own accord…etc..” don’t leave much room to speculation as to what the Empire is thinking with respect to Venezuela. US sanctions most recently declared against President Maduro and thirteen other officials in his administration represent an escalation in the same direction of de-legitimizing the Bolivarian state, despite the fact that these sanctions have no actual bite, since President Maduro doesn’t have any assets in the USA! But that simple fact does not really count for the purposes of international relations, since it’s the semblance of presenting the Bolivarian state as a regional and international “pariah” or a “rogue state” in the international media that really matters. It is precisely for this reason that we would like to express, as Arab anti-imperialists, our internationalist solidarity with the Bolivarian Revolution in Venezuela and with the great legacy of Hugo Chavez. The Bolivarian Republic of Venezuela is not alone. It’s surrounded by millions of Bolivarians in Venezuela, Latin America, and across the globe, Chavistas who believe in the unity of the anti-imperialist struggle worldwide, and who believe in Che Guevara’s cry: Venceremos! (We will win).
It is preposterous for imperialists and their cronies in the so-called Venezuelan opposition to present their “cause”, in opposing the election of the National Constituent Assembly, as a defense of the Venezuelan Constitution that was approved by popular referendum in 1999 declaring Venezuela a Bolivarian republic. It is obvious that these opponents of the National Constituent Assembly fathom neither the letter nor the spirit of the constitution of 1999. For one thing, Article 347 of the Constitution of 1999 specifically states: “The original constituent power rests with the people of Venezuela. This power may be exercised by calling a National Constituent Assembly for the purpose of transforming the State, creating a new juridical order and drawing up a new Constitution.” Article 348 of the Constitution of 1999, furthermore, delegates the president sitting with the council of ministers (or two-thirds of the National Assembly or the Municipal Councils or 15% of registered voters) to call for a National Constituent Assembly. As such, President Maduro is perfectly within the bounds of the Constitution in calling for the election of an Assembly to promulgate a new constitution for Venezuela. It is those who are attempting to obstruct the establishment of a National Constituent Assembly, in fact, who are opposing the Constitution of 1999. They are also the ones ignoring Article 349 of the Constitution stating the neither the President of the Republic nor the current national assembly can object to or oppose the new constitution adopted by the new National Constituent Assembly. In short, the “legal argument” of the Venezuelan opposition is totally ludicrous. Those who are pretending to defend the constitution are actually violating it.
Moreover, the Constitution of 1999 is not merely about articles and technicalities. It is the constitution which designated Venezuela as a Bolivarian republic, and THAT is the spirit of the constitution. As such, it speaks for the unity of Latin America and for independent development, far away from North American imperialism. It therefore behooves those pretending to champion “freedom”, “democracy”, and “human rights” to embrace the central precept of national independence from the gringo imperialism as an essential ingredient to Bolivarianism. Instead, we find them receiving support and funds from suspect imperialist establishments, such as the National Endowment for Democracy (NED), and other imperialist organs, whose sole purpose is to sabotage Venezuela and any nation in the Third World which charts for itself a path for independent development. In this regard it is important to mention, to whom it may concern, that creating chaos in the streets, sabotaging the economy, and committing acts of vandalism, destruction, or murder is the farthest thing from the constitution of 1999. Attaching oneself to US imperialism has nothing to do with defending the constitution of 1999. Undermining the economy, attacking the police, destroying state property, or lynching Chavistas is definitely not a defense of the constitution of 1999. Neither Chavez not those who voted for that Constitution would have approved such heinous practices. Furthermore, whether one is a Chavista or not, national independence should remain above and beyond any skirmishes in local politics. As such, when the empire attacks Venezuela, directly or indirectly, all true Venezuelans should defend their country. All anti-imperialists worldwide should defend Venzuela, and that is the least we can do.
